"The Arab rulers' and intellectuals' message seems to be: Washington can help our countries; fight to protect Muslims in Kosovo, Bosnia and Somalia; endorse an independent Palestinian state with its capital in east Jerusalem; support the return of the Golan Heights to Syria, and express sensitivity toward Islam, but in the end we will still not support you.
One aspect of this situation is a hidden motive in the Arab world's policy. Aside from the specific interests of Arafat and the late Syrian President Hafez Assad in torpedoing negotiations and preferring violence, most Arab rulers have decided that peace is too dangerous to their health.
THE PEACE process did not fail because Prime Minister Ehud Barak was insufficiently courteous to Arafat or offered him one hectare of territory too little.
With peace, Arab rulers would have to deliver higher levels of democracy, better living standards, citizens' rights, freer opposition movements and other things contrary to the existing systems throughout the area."
